FICOL

LOCAL AUTHORITY FINANCING FACILITY

The " Facilité de financement des collectivités territoriales "(FICOL) is a facility set up byAgence Française de Développement(AFD) to enable French local authorities to support projects in developing countries, notably by providing technical expertise.

This program finances projects in areas of common development (health, education, training, urban development, the fight against climate change, digital transition of territories, etc.). Within this framework, FICOL finances NGO-business partnership projects.

BENEFICIARIES

This scheme is open to all French local authorities - regions, départements, metropolises, communes - and their groupings (mixed syndicates, etc.), acting within the framework of a decentralized cooperation partnership with local authorities in developing countries.

This year, Ficol is also opening up to projects in middle-income countries and countries in the red zone.

AMOUNT / PROPOSED SUPPORT

The unit amount of financing granted by AFD ranges from 200,000 euros to 2,000,000 euros.

DEADLINE FOR SUBMISSION OF THE NOTE OF INTENT

Pre-selection of applications will be made following submission of the memorandum of intent. The deadline for submission is September 8, 2023.
